  3. Each turn you receive an income from the territories that you own (this is
  4. under income) as well as from other sources (this is other income).  The
  5. money that you already have or that is left over from last turn goes into
  6. your bank.

  8. Every turn you must pay a maintenance fee for every unit you have.  This is
  9. reflected in your current expenses.  Money left over after these expenses
  10. can be used to buy new units.  The new units that you buy will not be avail-
  11. ble until the next turn, except as garrison troops.  Army units then can be
  12. formed into new armies at your capital.  Naval units can be formed into navies
  13. at your main port.

  15. If you think that the maintenance of your troops is too high you can cashier
  16. extra troops by typing in negative amounts for them.
  17. If you have too many troops to pay maintenance for the game will cashier
  18. extra troops for you.  Troops not assigned any army will be eliminated first
  19. then troops from random armies will go next.  Finally navy forces will be
  20. eliminated.

  22. Maintenance Costs are as follows:
  23.     Guard     : 1.5 per 1,000        Man'o war  : 6 per squadron
  24.     Grenadier : 1.5 per 1,000        transport  : 3 per flotilla
  25.     Regular   : 1  per 1,000         barge      :.5 per flotilla
  26.     Militia   :.5  per 1,000
  27.     Artillery : 1.5 per bat.
  28.     Cavalry   : 2  per 1,000
  29.     Cossacks  : 1  per 1,000

  31. Available manpower is the number of able bodied men that can be used for the
  32. various types of soldiers.  Every time new troops are created the manpower is
  33. decreased.  Once this is reduced to zero no more troops can be built.  A few
  34. new men enter this pool each turn depending on your income.
